The Ad Hoc Assembly of the ECSC parliamentarians drafted a constitution for the planned European Political Community in 1953. The Draft Treaty, preceded by intense parliamentary-style debates in the Assembly, proposed a supranational parliamentary government. French National Assembly rejected the Draft in 1954. My debate analysis in the book At the Origins of Parlamentary Europe. Supranational parliamentary government in debates of the Ad Hoc Assembly for the European Political Community in 1952–1953 (2024) indicates, nonetheless that the proposed supranational parliamentary government was a major political novelty and that a parliamentary route for the European integration could have been possible.
