Abstrakti

Vladimir Putin on tunnetusti luonnehtinut Neuvostoliiton romahdusta ”vuosisadan suurimmaksi geopoliittiseksi katastrofiksi”. Hänen ajattelussaan katastrofia ei aiheuttanut neuvostokommunismin epäonnistuminen, vaan se, että niin monet venäläiset jäivät imperiumin romahtaessa Venäjän rajojen ulkopuolelle. Putinin henkilöhistoriasta 1990-luvun alusta löytyy näkemystä selittäviä tekijöitä, kun hän osallistui Pietarin apulaispormestarina ja ”kaupungin ulkoministerinä” Viron kanssa käytyihin neuvotteluihin. Aihetta ei ole käsitelty olemassa olevissa Putinin elämäkerroissa. Suomen Pietarin pääkonsulinviraston muistiot antavat ainutlaatuisen näkökulman Putinin tuolloiseen ajatteluun. Tämä artikkeli käsittelee, kuinka Putinin kokemukset syksyllä 1991 loivat pohjaa myöhemmin muotoutuneelle tulkinnalle “geopoliittisesta katastrofista”.                                                            

Vladimir Putin has infamously characterised the collapse of the Soviet Union as “the greatest geopolitical catastrophe of the century.” In his view, the catastrophe was not caused by the failure of Soviet communism but by the fact that so many Russians were left outside the borders of Russia. Several aspects of Putin’s personal experiences in the early 1990s help explain this perspective, particularly his involvement in negotiations with Estonia while serving as the deputy mayor of St. Petersburg and the “city’s foreign minister”. This episode been overlooked in existing biographies of Putin. Memoranda by the Consulate General of Finland in Saint Petersburg provide unique insight into Putin’s thinking at the time. This article examines how Putin’s experiences in autumn of 1991 laid the foundation of Putin’s later understanding of “the geopolitical catastrophe”.
