Auctions versus fixed prices: Lessons from a procurement pilot for rehabilitation services

Private health care providers are often acquired through procurement auctions to produce publicly financed services. In this study, we examine the costs and benefits of fixed-price procurements compared to auctions. We examine the effects of a fixed-price procurement pilot in the Finnish rehabilitation markets in 2020. We analyze the effects of the pilot on the number of service providers using synthetic control method with data that covers three subsequent procurements. The analysis shows that the fixed price was higher than the average price of the accepted providers of the comparison services, but the number of participating providers decreased. Auctions provide information about service providers who are the most attractive in terms of pricequality ratio. The fixed price possibly caused some of the potential providers to opt out of the procurement.
