The development of multi-actor collaboration from the perspective of governance network theory
This narrative literature review aims to study the development of multi-actor collaboration using collaborative governance approach and utilizing the theoretical framework of governance network theory. More research is needed on the relationships between the factors affecting collaboration. Literature review on this topic has not been done as far as we know. The data of literature review consisted of maturity models created for assessing the development of collaboration, which were analyzed through content analysis. The study identified five stages of collaboration development. The development of collaboration is enabled by active individuals, open governance, boundary-spanning-leadership and horizontal and vertical cross-cutting. Describing the stages of multi-actor collaboration development offers new perspectives for research on collaborative governance to analyze the internal dynamics.
