This article presents the results of a rapid review of international English-language research on Finland’s COVID-19 crisis management from January 2020 to April 2025. Drawing on 84 studies published mainly for the scientific community, the authors identified nine themes for research on the topic: policies and restrictions; institutional and cultural contexts; democracy and the rule of law; crisis communication; policy effects; economic and financial policy; border restrictions; and leadership and decision-making. Both case studies solely focusing on Finland and comparative studies were identified. Comparative studies often focused on Nordic countries, limiting broader international insights. Based on the review, the authors underline the systemic nature of pandemic governance and call for future research addressing one of the three meta-level themes of crisis framing, impact assessment, and institutional change.
