Expertise in the preparation of the
committee model in Kempele municipality
This article deals with reforms in local government and it focuses on determining the kind of
expertise used and required in reforms. The research is empirical and focuses on one particular
case: the preparation of the committee model in
Kempele municipality. The research reveals that
the interaction between officials and politicians
is the core of reform processes, where the new
information and collective expertise is created.
The importance of cooperation with different
sector actors is recognized and the use of the local stakeholders expertise might be more important in the future. The New Public Governance
procedures are seen in the reforms, but also the
traditional public administration structures still
have an impact on reform work.
