Security of electricity supply in Finland – incentives and penalties to ensure the availability of affordable energy
Finland implemented the third European Union (EU) energy package in 2013. This implementation process coincided with a public discussion about the security of the electricity network after storms had damaged the electricity infrastructure and led to extensive blackouts for about a fifth of the population in late 2011. These elements led to a legislative reform, which was updated to include an extensive regulatory framework for network security and heavy investment obligations for distribution system operators.
This article systematises the regulatory instruments aimed at ensuring the short and long term security of the electricity network in Finland from the point of view of the distribution system operators. The objective is to analyse how the security of electricity networks is understood within the Finnish regulatory framework and how this framework should be interpreted within the context of EU energy law.
