Contracting out or Managing Services In-house

Abstract

Contracting out has become inextricably linked with facilities management to the extent that it is often seen as its primary purpose. Facilities management is a discipline that considers, among other things, the options available to an organisation, including contracting out, but there are others. This paper discusses the issues facing an organisation when it considers the question of whether to retain services in-house or to place them in the hands of contractors. It includes discussion on the merits of the case for contracting out and then outlines an approach to its implementation. Many of the procedures that apply to contracting out apply equally to the management of services in-house.
