This article examines the nature of cooperation and communication between authorities in the practical situation of animal disease control. The research focuses on cooperation between authorities in the import of animals both at the port of Helsinki and on the Finnish-Swedish border in Tornio. The study is a case study based on data collected through observation (observation diary) and news images published in connection with news about these control situations. The data was qualitatively analyzed within the framework of social constructionism using interaction and information flow analyses with non-linguistic interaction from news images and searching for the meaning of words in written texts. The authorities seemed to have different ways of communicating and the cooperation was personified around the regional veterinarians. The interaction was either direct human-to-human interaction or mediated through the animal being inspected. A variety of roles were taken. Although critical research on symbolic communication is still needed, the results are in line with and complement the previous picture of guided and organized cooperation between authorities provided by legislative research.
