Military organizations need to carefully balance between the demands of normal and emergency situations. During the war, the culture of the Finnish Defence Forces and the Border Guard was set to favor a chief and commander centric focus that is still present in the current peace time activities. Decision making and execution as well as their training are emphasized throughout an officer’s ca-reer. In emergency circumstances military organizations are expected to protect with maximal per-formance societies from the threats they face. On the other hand, the Finnish military organizations are a part of the public administration which is guided by budgetary limitations that fluctuate de-pending on the economic situation of Finland. The Finnish economy is one of the slowest growing within the European Union. Therefore, these military organizations need to adjust their operations and improve their level of efficiency. The cost of future military technological innovations can cre-ate challenges considering the Finnish situation. The required improvements of efficiency must be sought from outside of the organizations and especially within the organizations. In this research field the theory of creativity can offer many alternatives to overcome these issues.Tiedostolataukset
