Abstrakti

This paper discusses what to learn from coronavirus pandemic in relation to a state of preparedness. Coronavirus pandemic was seen as a wicked problem that was hard to grasp. In the name of comprehensive security, it is argued that with the use of open source intelligence method, Finnish society would have been better prepared. Open source intelligence tools are widely used by military and police organizations. Public offices or civil organizations do not commonly use this kind of systematic approach.

To take part of discussions about the forthcoming problems in the future, we need more openness. It is not possible to have public or interorganizational discussion about the needed decisions if our information is classified. For the purpose of this article, it was gathered 395 news articles. News articles were from two Finnish news agencies, Helsingin Sanomat and Yleisradio. News were gathered from 2019 week 46 to 2020 week 10. By analysing these sources it was gathered that organizations like rescue department need their own intelligence analysis to fulfil the expectations and duties society has for them.
