Comprehensive and human security have emerged as concepts attempting to widen both political and academic security discourse. Changes of physical borders and influential actors in the post-Soviet era, and the types of conflicts the international community is participating in, have affected theory and themes of academic research. Comprehensive security sees security issues transcending administrative and geographical boundaries while human security stresses the fundamental questions of what we are trying to protect and by what means. Comprehensive security can be linked with a pragmatic approach to security governance, while human security as a more open and generic concept can be used in connection with different viewpoints. In the article, comprehensive and human security are joined by similar themes of security studies. Such themes include decision making in security policy processes and choices of policy implementation. Both comprehensive security and human security require an understanding of national security as having a cross-border dimension, globalized view on security development and the inclusion of individuals and non-governmental groups in security sector actors. In pragmatic policy making comprehensive security and human security are joined together through good government ideals and respect for human rights.Tiedostolataukset
