Implementation and adoption of the national Kanta services in community pharmacies and municipality public health care centres in 2010–2016 in Finland

Abstract

The study objective was to investigate time to adoption of the Finnish national Kanta services (,e.g. Prescription Centre, and Patient Data Repository (PDR)) in community pharmacies and public primary health care centres (PHC) based on dates of adoption in 2010–2016. Adoption of the services were analysed on national and regional (Specific Catchment Areas (SCA), Hospital Districts (HD)) levels and by electronic health record brand (EHR) and number of PHCs. Adoption of both the services nationally took 5.5 years (in mean 4.6 years in SCAs and 3.6 years in HDs). Adoption of the Prescription Centre for use in community pharmacies and PHCs took 3.4 years (in mean 2.3 years in SCAs and 1.1 years in HDs). Prescription Centre was adopted in 7 December 2016 in Åland Islands. Prescription Centre was adopted in community pharmacies nationally in 2.4 years (in mean 1.3 years in SCAs and 0.6 years in HDs), and nationally in 3.4 years in PHCs (in mean 2.0 years in SCAs and 0.6 years in HDs). PDR is in use in the mainland Finland, but not in Åland Islands. PDR was adopted nationally in 2.0 years in PHCs (in mean 1.5 years in SCAs and 0.6 years in HDs). The PHCs used five different EHRs in 2010–2016. The adoption of the PDR took the longer time the more municipalities were adopting the service. In general, the less numbers of EHRs were in use in HDs the shorter were the service adoption times.
