Title: Barriers to achieve goals of the Finnish Social Welfare Act in working with persons with problematic substance use - social workers’ perspective

In Finland the content of the legislation on social care enacted in 1982 (Social Welfare Act, SHL) was replaced by that of 2014 (1301), and was intended to strengthen the position of the legislation on social care as a vital piece of jurisprudence. In the SHL persons with problematic substance use are considered as clients in special need of support. SHL aims to promote wellbeing, social justice, and provision of high-quality social services among other things. In this article we study what things should change in working with persons with problematic substance use to achieve SHL’s goals. In our survey social workers (N=97) wished for better availability and quality of substance use services, smooth multidisciplinary co-operation and more clear sharing of responsibility. Also, the lack of adequate knowledge of legislation and problematic substance use was recognized. By identifying these needs for development, actions for better social and health care services can be taken in future.
