Abstrakti

Ex-ante evaluations are part of the
preparation of broad national policy-oriented
programmes. Systematic evaluations have
been made from an environmental point of view
due to legal requirements. The study analyses
experiences gained in the environmental
evaluations and reflects on the prospects for
establishing a standardized procedure in order
to achieve the objectives of the evaluations. In
light of the experiences from several different
evaluations the study concludes that a
standardized procedure would easily become
a fixed routine that loses touch with the
actual policy-oriented programme. The broad
policy-oriented programmes reflect multilayered
governance in a network setting and their
evaluations do not therefore fit into a single rigid
framework. The prospects for the evaluations
to support democratic social learning processes
can, however, be enhanced through a more
profound understanding of the challenges of
network-based governance.
