Abstrakti
From the point of view of an evaluator the
rapid expansion of evaluation raises critical
questions that concern evaluator's position,
independence and relations with stakeholders.
The importance of the persona! factor and identifying primary users according to Patton is discussed. The variety of external evaluations is
wide but in ali cases the role of an external
evaluator is to provide useful information and
meaningful interpretations for decision-making
by using scientific methods. ln problems with
independence and objectivity the role of ethical
guidelines and the self-control of the evaluation
community is vital. The need for evaluation
is not diminishing and evaluation may gain a
growing and active role in developing administration and public services. Open discussion
and dialogue between evaluation, research and
administration is also needed.
