Abstrakti
The article discusses theoretical and
methodological questions of comparative evaluation
especlally in the area of university evaluations.
Comparative evaluation refers to the research in
which the evaluation and results produced by the
evaluation process are set in a comparative
framework. ln Finland several universities have been
evaluated, mainly at the instigation of the Ministry of
Education. However, the executed evaluation
processes have not been sturied comparatively.
ln spite of this the evaluation results produced by
universities are used, at least partly, as the tool of
the comparisons. ln light of this fact two questions
are deliberated in this article; a) with what kind of
principles can the methods of evaluation and
comparison be connected, and b) how can
comparative evaluation be applied to the evaluation
of universities?
