Abstrakti

MULTI-ORGANIZATIONAL IMPLEMENTATION:
A DILEMMA IN ADMINISTRATIVE RESEARCH
The tentative evidence of multiorganizational
implementation has not found its way to the
theoretical frameworks of implementation process.
We tend to talk about "top-down" and "bottom-up"
approaches as if they were alternative models for
institutionalising an implementation process. In
reality, however, actual processes usually fall
somewhere between the two extremes. Why should
it be? This paper suggests that the there are ways
of solving the theoretical dilemmas preventing a
comprehensive analysis of implementation process.
The second part of the paper focuses on an analysis
of the findings of a recently completed case study of
the implementation of environmental health policy in
Finland. The paper suggests that evidence of an
interplay between the mandated implementors and
others, be they public or private agents, is an
indication of an effective method of coping with
issues.
