Abstrakti

TO KNOW A POLICY IN POLICY
IMPLEMENTATION: POLICY INTERPRETATION AS
THE JUSTIFICATION OF NORM PROPOSITIONS.
The linguistic turn of the social sciences has
reached implementation studies. The traditional
methodology of implementation studies is often
accused of being too 'positivistic' and an
'interpretative' approach is offered instead. ln this
article, this critique and the assumptions of the
interpretative approach proposed by Dvora Yanow
are analyzed, and assessed to be based on too
naive assumptions. A more sophisticated analysis is
offered by applying the results of the Aarnio -
Niiniluoto debate of the nature of truth of legal norm
propositions to the analysis of truth of policy
interpretations in implementation process. An
objectivistic and a relativistic approach are
differentiated. The basic contrast is that the
objectivistic approach takes the meaning of the
policy to be given and independent of the
formulation of the knowledge of this meaning
whereas the relativistic approach sees the meaning
of a policy to be produced in the culture-spesific
formulation of the knowledge of that meaning.
