CONCERNING LEGAL PROTECTION IN
PUBLIC ADMINISTRATION

Legal protection in public administration
denotes protection belonging to a citizen who is
the object of administrative acts by public
authorities. The purpose of this study is to
establish historical development of Finnish
conception of legal protection in public
administration. Doctrine has followed the general
thinking about public law from rational natural
law to positive administrative law.
Correspondingly, the earlier ideology of legal
protection based on legal order and official
authority has turned into the later demand of
legal protection favouring a citizen. The claim has
been presented in the study for legal protection
favouring an individual (viz. citizen and alien)
generally. The present focus of legal protection is
submitted to be directed on requirements of
binding international law. Public administration
should pay more attention than before to human
rights of individuals.
