GOAL ORIENTED MANAGEMENT IN UNIVERSITY
ORGANISATION

The article concerns the problems of
management by objectives in universities. The
main questions are: what is the university like as
an organisation, how is it managed, what is its
output and how can efficiency and effectiveness
be assessed.
The central organisational variabies in the
university context are analysed in the article:
goals and technology of production, labour
division and coordination, power, decision making
and output. The article concludes to describe the
organisation of a Finnish university as an organic
bureaucracy matrix. Using this conclusion as a
frame of reference the author describes suitable
monitoring methods in the university, key results
and assessment of efficiency and effectiveness in
the university.
