The competition among ministries and agencies
in the Finnish political-administrative system manifests a number of dysfunctional features common to
fights over organizational territoriality that vary
according to the stages of development of the welfare state.
ln the pioneer stage of development fights over organizational territoriality are characterized by a
slavish compliance with formal authority. ln the expansionary stage of development fights over organizational territoriality are characterized by conflicts of
interest between professional groups. ln the stabilized stage of development the kinds of fights that
are characteristic of the pioneer and expansionary
stages diminish only to possibily be superseded by
among other things territorial conflicts brought about
by new professional groups responsible for information technology and guidance systems.
