New Public Management in the Finnish
state administration reforms of the 21st
century
In this article, I analyze the role of New Public
Management (NPM) in the Finnish state administration reforms of the 21st century. A productivity programme was introduced into state
administration in 2003 and has been active ever since. Surprisingly, however, no attempt has
been made to study its impact. I analyze the
reforms through the critical review of a variety
of documents concerning the productivity programme. Questions have also been raised about
the role of NPM in the Finnish state administration of the 21st century. In this research, I will
identify the core principles of NPM and analyze
their influence on the productivity programme
reforms. The findings indicate how these reforms influenced by NPM have changed the
structure of state administration. Furthermore,
the reforms continue to spread throughout public sector organizations.
