Abstrakti
The article studies the commissioner viewpoint
of the evaluation processes in the field of
research, development and innovation
programmes. It is based on the experience
gained in Tekes, the Finnish agency for
technology and innovation. Tekes has
commissioned more than one hundred
evaluations during the last twenty years.
Different evaluation approaches and procedures
are described and the evolution phases of Tekes
programmes and evaluation are presented. The
article contains two case examples. The author
recommends the need for both applied research
and consultancy in evaluations. The role of
strategic development and utilization is
emphasized.
