Abstrakti

The article describes the challenges in evaluation
skills and knowledge in non-governmental
organizations (NGOs) engaged in development
co-operation. The article is based on an
organizational development project N Evaluation
everyday" -conducted by the Service Centre for
Development Co-operation, KEPA in five Finnish
pilot organizations. The debates considering the
concept of change and evaluation
methodologies in development co-operation are
reviewed and discussed in connection with selfevaluation and learning in NGOs. The evaluation
knowledge in NGOs is seen as a distributed
cognition emerging in the practices and tools
used by the diverse actors. The findings identify
tensions related to the objectives, division of
labour and tools of evaluation in NGOs.
Additionally, there seems to be quite a gap
between the paradigm debates and the practical
tension in the evaluation practices of Finnish
NGOs.
