Abstrakti

The international community of political scientists and political commentators has been severely chastened by its collective failure to foresee the profound changes that have shaken the world in late 1980s and early 1990s. We have been blinded by the facade of the totalitarian power structures in the Soviet Union and Eastern Europe. We counted missiles but discounted the message of people like Lech Walesa, Andrei Sakharov, and Vaclav Havel. Most important of all was our failure to see the impact of the microelectronic revolution. In 1975, the underlining philosophy of the Final Act of the CSCE was the peaceful coexistence between the two different economic and social systems. 15 years later, the Charter of Paris places the rights, of individuals in the forefront. Democracy and the market economy are declared to be the only acceptable systems for the participating nations. Not cooperation between governments, but rather »the free will of the individual forms the basis for successful economic and social development».
