Abstract

The article presents a procedural model for supporting spatial strategicness in Finland, reflecting on the institutional challenges of inter-municipal strategic collaboration especially in the city regions. The focus is on such spatial strategies that in their implementation rely on state incentives through agreement procedures. The procedure suggested in the model is based on the idea of a dialogical unfolding of spatial strategy development and agreement preparation with (city-)regional and transport system planning, tapping into the related ongoing legal reforms. The model is grounded on the theoretical concepts of relational space, strategic framing, strategic incrementalism, trading zone and boundary object.
