Abstract

In this article, I discuss planning systems in the USA, focusing on the conditions that the systems create for strategic planning approach. In the USA, strategic planning approach is supported by the differentiation between comprehensive planning and zoning. Given that planning practice does not follow directly from the system, but is influenced by its broader cultural context, I illustrate my discussion by taking a look at the recent Minneapolis 2040 comprehensive planning process. My method is comparative: I look at the US planning systems from the point of view of Finnish land-use planning system, which is currently under renewal. A central aim of the renewal has been to create better conditions for strategic planning. I end my article asking what are the takeaways from the US planning systems for the Finnish planning system reform.
