”Co-operation in the different contexts of public administration”
My aim was to compare interpretations of new law on animal diseases, initiative of new law on contagious diseases and Food Act (under reform) from the perspective of cooperation between authorities. In a social constructionism framework, I interpreted legal and preparatory legal text by 1) questionanswer technique and 2) by analyzing verbs. In all laws and preparatory legal text, I found several subject positions. Active role of authorities was emphasized by active verb forms and by “who” and “to whom” questions together with “what”, several “how”,
“when” and “how quickly” questions. The content of law with obligations was not changed.
