Abstrakti

The article analyzes the parliamentary decision-making in relation to the usage of armed forces in British and Finnish political contexts. The academic research has tended to explore the parliamentary role through large comparative datasets in expense of political discussion and the history of parliamentary discussion. The main emphasis of the article is on the British political context. The decision of the British House of Commons to reject the military intervention in the Syrian Civil War in August 2013 is considered as a comparison point from which the analysis is extended to the previous parliamentary discussions on the use of military force. To bring forward an idea of whether the Finnish political discussion lacks the discussion on the use of the Finnish Defence Forces, the political discussion surrounding the participation to the Icelandic Air Policing in 2012–2013 is considered as a domestic comparison point. The analysis reveals that in addition with the political discussion on general policies, the limits of political decision-making are under constant contextbound discursive redefinition. To conclude, the article emphasizes that more attention should be given to the decision-making processes instead of focusing only on broader policies.
