Abstract

The word »parliamentary group» (»eduskuntaryhmä») is not mentioned in Finnish laws and other statutes. However, parliamentary groups have a very important role in the Parliament. Between parliamentary groups and parties there are several relations which are based on the rules of the parliamentary groups and parties. It is typical, for example, that the rules determine membership in the parliamentary groups with reference to the parties. The rules may specify how the activities of the parliamentary groups are to be reported. Some rules of the parliamentary groups refer to the goals, principles, and rules of the parties. The freedom and independence of the representatives is guaranteed in the Parliament Act, especially in Article 11. It is very problematic if the rules of the parliamentary groups and parties make it possible to weaken the status of the representatives.
