Abstract
Due to the empirical emphasis of implementation studies, the concept of implementation has remained rather obscure. This has led to difficulties in the absorption of the research results into the theory-building of political and administrative science. The concept of implementation is analyzed to specify its role in theory-building. Implementation is seen, not both as politics and administration, as is customary, but as administration in a set of public, quasi-public and private organizations. The reformulation of policy during the formal implementation process is seen as organizational politics, not as implementation. Organization theory with its new orientations to interorganizational phenomena and public organizations is considered a better solution for overcoming the problems of the politics-administration dichotomy than the narrow implementation theory. Organization theory is to a large extent capable of absorbing the theory of politics, because organizations can be seen as the outcome of political and administrative processes and because politics is more and more organization-based.Downloads
