Abstract
Due to its flexibility the Finnish Constitution Act has been able to operate as the basic norm system of the state even in problematic situations. Its two core elements, parliamentarism and presidential powers, have been amended gradually. There have, however, been problems in fitting several separate amendments together. As compared to the original Constitution Act, the amendments have also led to a situation where emphasis is being shifted from presidential powers to the direction of pure parliamentarism.Downloads
