Abstract

This article is concerned with the attitudes of Finnish citizens and municipal managers towards extensive communal service responsibility. It reports the results of a quantitative questionnaire study, conducted among municipal residents and managers in 2005. The results of this study in­dicate that citizens support communal service responsibility more than municipal managers. Se­lected independent variables – such as sex, party political preferences, and the perceived standard of services – differentiate the attitudes of citizens to a greater extent than those of municipal managers. It is also argued that the difference between the citizens’ and municipal managers’ at­titudes cannot be explained by interests, ideology, perceived standard of services or structural context factors
