Abstrakti

Crimes against the state, as in other countries, have a special status in the Finnish system of law. Among these crimes there are activities whose aims are to separate areas from the territory of the state; activities which serve the collection of information which may do harm to relations between Finland and some other country; activities which uncover information that, when uncovered, puts the security of the state at risk; publications depicting another state in a way that may do harm to the relations between Finland and the other country; the publication and distribution of false information that depicts negatively public authorities or the legal system or endangers the general order. Many of these crimes are regulated on a very general level only. Therefore the interpretation of these laws can present many problems. The security police is a special organization established for the purpose of collecting information on anti-state activities. After the Second World War the number of anti-state crimes in the courts has been very small. 1
