Abstrakti

Finland has become party to many international organizations. Its member- obligations affect constitutional principles. Membership in the United Nations, for instance, has an effect on the Finnish constitution in regards to state sovereignity. Finland’s membership in the International Monetary Fund affects the constitutional principles concerning the financial and monetary powers of the parliament and cabinet. — Of special interest is the treaty between Finland and the Soviet Union concerning friedship, co-operation and mutual assistance. This treaty in fact greatly increases the powers of the President as the leader of Finnish foreign policy. On the other hand, the powers of the President and the cabinet have diminished the powers of parliament in the field of foreign policy while the constitution has remained unchanged. — The best known amendment to the Finnish constitution is that which concerns human rights. The list of human rights in the old Finnish constitution is rather short and inadequate. The treaties on human rights, made within the United Nations, complete the constitution.
