Abstrakti

Relocation in public administration can be seen as an exceptionally pure example of a redistributive policy as an unusually large number of strong interests are affected. Decision-making therefore involves many participants of varying kinds. This article is a summary of a study concerning relocation in public administration, especially in Finland but also in Sweden and Norway. Despite extensive plans, however, authoritative decisions were made only in Sweden. The main focus of the study was on Finland. However, the Finnish case was placed in a comparative perspective: Why could decisions be made — and implemented — in Sweden but not in the other two countries? The comparison showed that Sweden receives more favourable values than the other countries on nearly every comparative dimension.
