Abstrakti

The discussion on institutional reform in the EC has brought the principle of subsidiarity on the agenda. Although the subsidiarity principle is highly controversial, it is widely used. This is one of the reasons why it is so often offered as a solution to the institutional problems of the EC, although the motives behind it are conflicting. Some people use it as a method to move the Community towards a federation, while others see it as a way to preserve the intergovernmental character of the EC.
