Abstract
Behind every conception of power there lies a political theory of how and for what purpose power Power and the lack of is used. In actor-centered approaches power and its use are linked to societal actors, their intentions, and their power resources. According to the collective approach, power cannot manifest itself independent of a community. Power should be studied with the help of both the actor-centered and the collective approach. Collective conceptions of power often provide a fruitful starting point.
