Abstract

The paper discusses the influence of Finland's possible accession to the EC on the powers of Finnish Parliament. The legislative, budgetary and treaty making powers of the communities are described on the basis of the EEC Treaty, taking into account its amendments under the Treaty of Maastricht. The question of in which fields the national legislators will retain their competence is also analyzed. The paper concludes with an estimation of the effects of the EC membership on the independence of decision making in Finnish Parliament. This estimation is based on an analysis of 204 government bills presented to Finnish Parliament in the autumn session of 1991. The result was that in 62.7 per cent of the cases, the membership would not have any influence on the independence of Parliament's decision making. In 7.4 per cent of the cases, there would be slight influence and in 14.2 per cent of the cases, the decrease of the independence of the legislator would be considerable. In 15.7 per cent of the cases, the competence would be completely transferred to EC organs.
