Resident-driven vision plan and its significance in land use planning

In this article, we examine the Westside project, an initiative launched by the residents’ association Lounais-Kirkkonummen asukasyhdistys ry. The project involved the creation of a comprehensive vision for the development of the association's area of operation. We examine what kind of urban planning activism the project represents and how a resident-driven vision integrates with the Finnish administration-led planning culture. The project shows that resident-led initiatives can also produce information and knowledge to assist long-term planning in the form of a vision plan. However, the legislation governing land use planning does not recognize self-organised planning. Broad changes are required in the planning culture to support it.
