Abstract

In 1969, soon after Finland’s Constitution had reached the honourable age of 50, a reform was begun. — The period of the reform can be devided into three main periods. 1) The period of the total reform includes the intermediate report of the Constitutional Committee and the report of the Second Constitutional Committee. This period includes the years from 1970 up to 1975. The preparation of the total reform was started with great optimism, but the plans failed, piece by piece, after deep disputes on the lines of constitutional reform became evident. — 2) In 1977 the reform of basic rights and the majority and minority rules was begun. Both attempts were met by great difficulties. These attempts at reform were ended in the winter of 1982 with no results. — 3) The third section of the reform of the Constitution was started in the beginning of 1980 and is continuing at this moment. The section includes three main parts: a) the proposals by the Parliamentary working Group, b) the report by the People’s Voting Committee and c) the report by the Constitutional Revision Committee. The proposals of the Parliamentary Working Group have been carried out by amending 36 articles in the Parliamentary Act and one article in the Constitutional Act.
