Abstract

Constitutions are always an illustration of the balance of power in a society. Constitutions are like peace agreements between different groups in the society. Every constitution is divided into a core and a surface. In the core of the constitution there are norms that constitute the basic socio-economic power structure of the society. In bourgeois society these norms constitute the system of private property and free competition. On the surface of the constitution there are norms that do not constitute the basic socio-economic power relations of society. — It is very difficult to change the core of the constitution. The core has been changed as a result of a revolution. In stable, harmonious conditions, changes of the constitution usually change only its surface. 1
