Abstract

The purpose of this article is to describe the change taking place in political publicity and culture. Causes affecting citizens’ voting decisions in Finland and Sweden are compared with each other. In Sweden questions concerning substance have either risen or been brought up in elections and these substance questions have often had a decisive influence. In Finland on the other hand election campaigns are characterized by mass media publicity, and therefore substance questions have been replaced by questions concerning the images of parties and candidates. As a result campaign advertizing has grown and the quality of such advertizing has changed rather from political information dissemination to strengthening images
