Abstract

The purpose of this article is to discuss whether the political civic movements represent new kind of democracy when democracy is defined as people’s sovereignty. First, three different models of democracy – communitarian, liberal individualism and deliberative (or discursive) – are compared. Second, the possibilities of deliberative democratic action on the Internet are analysed. Third, the role and the characteristics of political civic movements in the modern democracy are described. Fourth, the Internet is assessed as a political arena from a perspective of provision and access of information, group-formation and coordination, and heterotopic communication. And finally, the challenges of the digital deliberative democracy are discussed.
