Abstract
The idea of a national innovation system has relatively rapidly assumed a constitutive role in the perspective through which policies concerning the ”information society” are articulated. It has powerfully organized the conceptual conditions for political discourse in the circumstances where preceding conceptual models have largely become inoperative and a new, network-based perspective has started to restructure social thought. Innovation system is here conceived as a concept in which the connection between network-perspective and Finnish technology policy is being articulated. I examine how the notion of innovation system has enabled for many central social processes to have been taken as object of political thought in a way in which both the object and the means of politics have appeared in the form of networks. In particular, I investigate the constitutive role which the concept of innovation system has assumed in the formulation Finnish technology policy since the later twentieth century.Downloads
