Sopeutuva yhteiskunta ja resilienssi : turvallisuuspoliittinen analyysi
Abstract
The emergence of resilience as a key concept in security and development policies has not evaded the discussions in the discipline of International Relations, wherein the critical and normative debate on its political nature has witnessed an increasing proliferation during the last five years or so. The critical knowledge production around the concept, however, has ended up in an impasse produced by the incompatible perspectives on resilience either as a form of governmentality or an ideal type that promises individual/community emancipation and/or decentralization of power. To open up this analytical deadlock we suggest that the discussion concerning resilience should be filtered, firstly, through the basic analytical concepts of security studies and, secondly, based on this first move, through the lenses of political theory. We start by introducing a typology of the meanings of resilience on basis of how it has thus far been appropriated in the security studies literature and policy practices. Moreover, we grasp resilience as conceptualization of security by using Barry Buzan and Lene Hansen’s analytical framework that is designed to structure theories and concepts of international security.Downloads
