Abstract

Local commercial radio broadcasting in Finland was begun in 1985, preceded by a wide discussion on strenghtening local culture. However, the programmes seldom reported of local matters to local audience, and the multinational entertainment was represented in the programs in the form of music. The article tends, mainly on the conceptual level, to argue that the development does not necessarily need to lead to the weakening of local cultural structures. The article advances through three phases. First, the problem is approached through a critical examination of the concept of local culture. Secondly, statistics on the programme supply and consumption are surveyed. Thirdly, concept of the local takeover is discussed. It is sought as a conception, connected with social competence, which has been forgotten in the public preparation of the development of communication. The discussion about the functions of local mass media which preceded the beginning of the new commercial broadcasting did not succeed in defining the essential function of the new radio stations in urban environment. The concept of local culture remained limited, and the attempt to emphsize localness, linked up with the themes of the programme supply, remained unrealistic. The examination of the function of the local radio stations can, however, also be based on a wider concept of culture, aiming at the development of the local structures. In that case, then, the takeover of local cultural values could be one crucial factor in increasing local social competence
