Abstract

The Single transferable vote (STV) is a proportional electoral system which is used in elections for the parliaments of the Republic of Ireland and Malta. It was invented in the nineteenth century in order to remedy the defects of the British electoral system. The STV allows the voter to indicate not only his most preferred candidate but also to rank order as many of the other candidates as he wishes. The lower preferences are scrutinized in the cases where the voter's first preference cannot help to elect that candidate, either because he has enough votes without it or because he has so few as to be without any hope of being elected. According to social choice theorists, the best feature of the STV is that it resists strategic voting, and its most serious weakness is non-monotonicity, although the relevance of the monotonicity criterion is currently under dispute.
