The Baltic Sea is in the focus of the European environmental and marine policies since the Eastern enlargement of the European Union in the 2000s. Many arrangements for the marine protection existed already earlier. Yet, the state of the Baltic Sea environment is poor and no direct improvement is in sight. This paper describes the evolution of the environmental governance of the Baltic Sea by the European Union, analyzing its barriers with the help of four analytical lenses. The significance of Russia as a condition for the EU governance is in the particular focus of attention. The findings highlight the impact of the choice of the analytical lens on the construction of conditions and the ways in which these conditions can be handled.
